Price -

Try using compressed air to blow backwards through all your various fuel
points, starting with the floatchamber lids.

The only other thing I can think of is your fuel pump is not pumping with
enough pressure.  Suggest taking the line off the carb and turning on the
ignition and see how fast the fuel flow is.  If it's a low stream of fuel
that's your problem, may not have enough pressure to unseat the float
chamber needle.
