You still need to back off the adjusters as the shoes wear a bit of a grove
(or trench) in the inside of the drum.  Once the crews have been removed
you might try to knock them with a hammer to get them to free up from the
axle and then use the adjusters to bring in the shoes then the drums should
come off.
