Bud,

My 78B has dual HIF's with the choke mounted on an "L" bracket attached to
the bottom side of the dash to the left of the steering wheel, directly
under the oil pressure gauge.  It does lock when turned.

I kind of like the position here as it allows easy access while driving,
but doesn't get in the way.
