You sure can!  If the tank's not vented, there's no air to replace the used
fuel.  This creates a vacuum (negative pressure) in the tank and allows
atmospheric pressure at 14.7 PSI to press on the tank exterior.  If you had
a 12 x 36 inch rectangular tank with a total vacuum inside, you can have
over 6,000 pounds of total pressure exerting force on that rectangular
surface.  Not enough to collapse the tank?  In the real world you won't get
a TOTAL vacuum, but it doesn't take much to crush your tank in any case.
