i have used and still use a product called Rust X.  I think the web site is 
www.rustx.com.  located in Texas and you can buy gallon, quart or a smaller 
size.  This product is a rust converter--changes rust to primer.  They say 
after it convertes it you dont kneed to put anything on it but overcoating of 
paint is not bad idea.  The gallon costs $50 and less for smaller sizes.
