Chip,
While most oil companies have their own production companies (I know
Amoco does, my dad worked for them), and refineries, it is not practical
for each to have one in every area.  So most local gasoline distribution
agents buy their gasoline from the local (nearest) refinery and add the
particular additives to the specification of the stations they serve.

With the low prices of foreign oil, much of the US oil reserves are
staying in the ground because it is much more expensive to pump it out
than get it from elsewhere.
