Either the motor itself got seized, or the linkage mechanism.
You can disconnect the linkage at the motor by first removing the flat
plate on the gearbox.  Then see if the motor and gearbox
work by themselves.  You should also be able to work the wipers by
hand by pushing and pulling on the end of the cable thing that runs inside the 
linkage tube. 

On mine, the bush for the motor shaft at the bottom of the motor case got all
dried out and chattery, and the grease on the gearbox was all gummed up.

After cleaning everything out and re-lubing it, the wipers ran quietly,
and twice as fast.
