Fred,

  I think you should start at the beginning.  Do you have electricity to the
motor?

  If not, either a blown fuse, a bad wiper switch, or a burned wire.

  If you DO have power at the wiper (with the switch on), then could be
a bad ground, or more than likely the brushes are gone, and you'll need
to rebuild the motor.  

  As Douglas Braun pointed out, it could also be the linkage mechanism.
But I doubt it.  Never seen that go bad.  But that doesn't mean it can't.
Douglas also makes a great point, "On mine, the bush for the motor shaft 
at the bottom of the motor case got all dried out and chattery, and the 
grease on the gearbox was all gummed up."

  This will also cause problems.  If you decide to take the assembly apart,
besure to clean all the old grease out of the wheel house and put in new
grease.

After cleaning everything out and re-lubing it, the wipers ran quietly,
and twice as fast.
