As I recall, there is more adjustment in the heater valve than the movement
of the control permits. I've been known to adjust it winter/summer to allow
maximum open in winter, and totally closed in summer. Try adjusting where
the cable secures to the valve so that the valve is fully closed. (If you
haven't already...)

Kristopher,

   You might try wrapping the exhaust pipe with header wrap tape from the
junction of the manifold to beyond the seats.
