It's called 'engine turning'.
I looked on the web, found:

They want $200 for a sheet to do a dashboard.

But it is easy (but very tedious) to do, use a drill
press and an abrasive pad. Making the spacing
consistent can be done with jigs.

There's a some web sites dedicated to it.
