Thus too has been my experience on a few certs.
It really does seem like if you supply all the numbers possible
as they request, they simply print it on the form, (update/correct
their own records), add one or two details and that's what 
you'll get on the cert.

Yes... I'll admit, I even wasted an extra $40 to prove this to myself.
Sent in fictitious build info and got a cert for a car with a serial number
that I know didn't exist. (too many numbers in the serial number
and a color for a year that they did not use it in)

Theoretically, that is true. However I have received 2 certificates with
errors of which I am aware. Firstly, the trim for our Mk1 2000 was listed as
being Vinyde, when it is in fact leather (confirmed by the "H" on the
commission plate). This error was corrected when I wrote to BMIHT and a new
cerificate was issued.
The second inaccuracy was more enigmatic. My early 1959 Herald
Saloon was shown as having a GC prefixed body number, where in fact the one
attached to the car is GM prefixed - the rest of the number corresponded.
When I brought this one to the attention of BMIHT I was sent a copy of the
microfiched build information, and that confirmed the number they had
quoted. There's no doubt that the car is original but there was a
transcription error way back in 1959 which has now shown up in the records.
This is in no way an attack on BMIHT - they provide a valuable
service for which I am very grateful. Just be aware that like the rest of
us, they're not infallible,
