I remember going over this in a history class in college. The reason why the
dimensions in India are different, are because when they decided to adopt the
English system of measurement, they took length of a foot literally. So the
local king at the time decided to use the length of his own foot as the
standard. His foot was actually less than twelve inches, and so when it was
divided by 12 to the 'inch' there was also smaller. India then put several laws
in place stating that all products imported to the country had to be measured
by
the 'Indian standard', so rather than rewrite all the service manuals for their
cars, England 'retooled' all products destined for India to the 'Indian
standard'.
