Hi John,

Welcome to the list.  As you will note we tend to wander all over the place 
in our discussions but LBC's are still first in our minds.  It is a great 
group of people with a wealth of information on our cars.

Let me see if I can help you out, my experience is on older cars but do not 
think they changed that much.

The "Heater" switch is a two function switch.  When pulled out it moves a 
butterfly valve that blocks the air flow through the heater and into the car. 
 When pushed in it lets fresh air into the car if the heater water valve is of
f.  With the switch pushed in you should be able to twist it part of a turn 
and turn on the blower.  This is all true for 1968 and older cars anyway.

<<Also, I have removed and tested the blower unit and that seems OK when I
power it up, but I notice that there is a water drip from the bottom of the
heater unit when I open the heat tap to it ( I assume thats why the heater
hasn't been used). I have closed heat tap back down. This leads to my second
question: do I drain the cooling system to remove the heater unit. Are
replacements available or are these repairable?

If you shut off the heater water valve (on the engine), remove the water hose 
from the other side of the heater box and plug and clamp that hose.  Then you 
can remove the heater with out draining the engine/cooling system.  Heater 
cores are available but I would try your local radiator shop and see if they 
can repair it for you.
