The real rules in circles about right of way is "local customs".  Thats right
whatever the locals do is what everyone is suppose to do.  Not sure how the
out of towners are supposed to figure it out in about 5 seconds, but hey we
someone to be blamed for the accident.  And local customs are on a circle to
circle basis without regard for how close one circle is to the next.  The
phrase is "Pedal to the metal, balls to the wall, eyes closed."
