Some people rate things according to the effort people need to take to
accomplish it. Having to address an envelope and put a stamp on it as well
as mail it would seem to make you a more determined person in their view.
If at all possible, book an appointment and go and meet them. My $.02.
Of course, if they are someone that you trust, do it in the way that they
request.
