yup!  it has to do with the orientation of the focusing of the lense.  at
one point that was the basis for all imported cars being brought into the
united states needing to have sealed beams.   what are commonly referred to
as "composite head lamps" today were the standard fare in european cars and
were not only too bright by american standards but were easily "regulated at
time of importation" by simply outlawing their existance.   now they are
legal.  but not that long ago lamps like the lucas PL were not even
acceptable "legally" in restored cars .  yes you could buy them !   and
funny as it may seem they are pretty hard to detect by an untrained eye.
but yes read sales brochures on specific companies illumination equiptment
and you will find that upscale illumination equiptment companies manufacture
headlights with right or left hand driving orientation.
