Question.  Is the inspector at (er?) DMV a CHiP??  or a DMV guy??

My recommendation PRIOR to going thru all the "work" you are attempting
would be to ASK about "how to read #" considering the problem.

Second thought.  Have you taken a piece of paper and tried to "copy" the #
by rubbing with either a #2 pencil or something hard enough to make an
"impression"?

Third.  Have you tried brake CLEANER??   Stuff can be VERY nasty!!!

Fourth.  Back to #1 about "explaining". <G>
