Ah....yeah...."discretion" is the word, for....
you can distract the other driver to the extent there WILL be an accident 
wherin had you remained "quiet", you could have
safely "worked around" the "offender" with
minor (if any) inconvenience.

I mean....BFD!
just 'cause the other guy is 
"wrong" or "screwed up" doesn't
mean you've got to let him (and the world)
know about it. Temper, temper.  

Of course, if somebody is backing into you
in a parking lot, make all the noise you can! :)

I love the guy who comes speeding down
the road doing about 55 in a 25mph zone,
honking is horn loudly at anyone legally attempting to share the road with this 
idiot
from a driveway or sidestreet. Usually a kid
or an "A type" personality  like Sid Rosenberg, who got stopped doing 90 in
a 45 the other day....and thinks it's joke.

It wouldn't occur to Sid that no one expects
him to be coming down the road doing 90
in a 45mph zone....though James Dean pretty much got it this way, loudness of
horn notwithstanding. Wonder how many
Sid will take with him when his luck runs
out??
