Three things:
First, get the two biggest hammers you have. Have someone hold the
second biggest against one side of the steering arm, adjacent to the
tie rod shaft. Strike the steering arm opposite the second biggest
hammer with the biggest hammer hard. This usually works.
Second, apply heat to the steering arm around where the tie rod is and
let it get hot and expand. Then try the fork while it is hot.
Third, unbolt the steering arm and unscrew the tie rod from the
steering rack. Maybe then you can get some leverage or force applied
in the right areas. As a last resort, cut away the tie rod end so you
just have the shaft stuck through the steering arm. A Dremel would
work for this. Then, get a socket that is a little larger than the
diameter of the tie rod shaft and place it on some hard flat surface.
Drive the shaft through the steering arm into the socket.
I guess you could replace the steering arm, too.
