That means the whole panel is rusting from the inside, and those bubbles are
the spots where it's all the way through. You can't fix it from the outside.
You have to cut it out, and weld in new metal. No product is going to fix
that kind of problem, but drilling holes and spraying some Waxoyl type stuff
inside the panel would have slowed it down. You can't blame POR-15 for that
one.
