Hi,

Since your needle isn't moving, I'd suspect that either the screw
isn't ingaged in the needle top itself, or the threads are stripped.

Be sure the set screw which holds the needle in place isn't binding
the needle.  Light push the needle towards the adjusting screw while
rotating the allen key to the right.  (Right = Rich, Left = Lean)
When you rotate the screw to the right, it should lift the needle
up.  This will richen the mixture, as it allows more fuel to flow
out the metering jet.

You can remove the set screw with a small screw driver, turn the
allen key to the left to ensure the metering needle is disengaged
from the screw.  You should then be able to remove the needle to
see if it's stripped or not.
