This has already begun to happen with diesel. There was a big uproar
among truckers who felt that 1/2% levels were too low to adequately
lubricate the metering units, but, by and large, there's not been a rash
of failures due to that mandated drop.
I would guess that levels for gasoline will be dropped to a similar
level, but the level will probably never go down below around 1/4%,
since that is roughly the amount which is chemically bound in the fuel
molecules, and extraction would be prohibitively expensive.
