Alan,

I would say that the first step would be to get your title or registration
amended to the proper model year. Your 4A was built prior to July, 1967, and
emissions standards (in many states) became significantly stricter after
'67. Your car probably sat on the lot for a while and was sold in '68. But
it ain't a '68...

My 4A was built in May of '66, and is titled as a '67. (CTC69xxxL) So far I
haven't had a problem and she has passed emissions each time by a big
margin. (Although once I had to run home and yank a horn out of my Subaru to
get through the basic inspection.)

Once that is done, simply getting the engine running as well as possible
should do the trick. No leaky carbs, no dead cylinders, decent compression,
and good ignition should see you through.
