I would look first at your carbs, as I think they are a much more likely
suspect than low fuel pressure, from your description.

Then, as someone else suggested, get a vacuum/fuel pressure gauge and
check out the fuel pressure before doing anything like changing fuel
pumps.  If low fuel pressure is your problem, check carefully for
restrictions.  A crushed/plugged line or tank vent may well be why the
fuel pump was changed the first time.  You can tee the vacuum gauge in
just before the pump to test.
