Double check for power on the green wire when the turn signal is in either
L or R position.  If you have power there then the wire leading to the
falsher is OK and you should replace the flasher unit.

Yes, it should.  If power is applied to the solenoid (and it is mounted to
the transmission so there is a ground connection) it should actuate.  You
should see it move and hear it move.  Try this: energize the solenoid and
manually lift the solenoid to the actuated postion.  If it stays up then
your holding coil is working but your pull-in coil is not.  The most likely
reason for this is the cut-out contacts for the pull-in coil are not
conducting.  Take the solenoid off of the car and remove the rubber boot to
expose the end and clean the contacts with a piece of sandpaper, an emery
board or a point file (if you have one).  Reassemble and try again.  If the
car has been sitting a while there may be a light layer of corrosion on the
contacts and once they are back operable the solenoid current will keep
them clear.  If the points are really sad looking it may be new solenoid
time.
