I've got both Adobe Photoshop and Paint Shop Pro (PSP). For the casual user
PSP is the way to go. It  does most of what Photoshop does  with a fraction
of the learning curve. Photoshop is really aimed at the high end graphic
expert. My site was done with PSP as was my wife's classroom and school site
(http://pages.cthome.net/E-11/  and http://www.willardschool.org/ ) She's
the real expert in the family!

I suggest Jasc PaintShop Pro (http://www.jasc.com). It's about $110, and it
has ample features for what you want to do.
