Yes they are align bored, and the reamer has a shaft that is the ID of the 
original hole and the reamer
has an OD of the replacement bush minus half a thousandth.  

So, you slide the shaft of the reamer thru the both bores and ream from the 
outside-in on one bore, then press in the
bush, cut down the excess (use the reamer carefully for this), then flip the 
reamer and do the other side.
