The convex side goes out.  I can't quote the reference at the moment, but
that is the normal way this type of plug is installed even when it's being
used for a water jacket core plug.  The 'cup' type of core plug goes the
other way of course.

That's exactly right.  After installing the plug, rap it in the center until
it's flattened out.

Before installing the plug, inspect the hole carefully.  Any visible nicks
or scratches should be dealt with.  Another good place for Permatex, or even
JB Weld if necessary.
