It's possible, but I don't see any reason you would only notice it under
those conditions.

However, your symptoms sound exactly like a needle valve that is not sealing
properly, and letting fuel leak slowly past it even when the float is at the
top.  Could also be that the body of the valve is not sealed to the carb,
and that joint is leaking a bit.

Have you tried cutting the ignition and reading the plugs, when the problem
is happening ?
