My car was an occasional driver of the previous owner (lived in St 
Paul, MN so only drove it in the summer). I try to drive it at least 
once a week. It had the same sediment & the same broken tap.... :-( I 
flushed it 3 times with a flush additive and then with a Prestone 
"power flush" to get rid of most of it...

When I tried to poke around to get rid of the remaining "stuff"  it 
felt like it was at a real low point with not much space (i.e., easy 
to get clogged).  During one "power flush" I attached some clear 
plastic hose to the valve & let it flush through the drain cock for 
about 5 minutes.
