neutralizing DOT 4 after a spill?

Noticed a nice puddle of DOT 4 under my Spit this morning, brake M/C needs a
rebuild. I also need to touch up a few spots under and along side the m/c on
the firewall and was wondering what the best thing to clean up the spill and
to neutralize the fluid is before touchup paint.

Please, no DOT 5 I told you so's....Thanks for the help.
