The tool that I use and have used for many, many years is a Snap On Dust Cap
Puller. See it at:

Unfortunately it "ain't cheap" but nothing with the Snap On name on it is! I
am  firm believer that you get what you pay for, especially in tools. I own
a "ton" of Snap On tools, along with Mac, Craftsman and a few garbage tools,
they are the ones I grind down or bend to make a special tool for a
particularly nasty job that calls for something special.

I am sure that every Snap On truck carries it. The one I have was bought
over 35 years ago when I was just starting out in the service station
business. It works best and easiest on dust caps with a ridge, but it
definitely will pull the non-ridge equipped dust caps on the TRs!!

I have also had good luck using a cold chisel to create a "notch" on
opposite sides of the dust cap and then using the above puller or continuing
on alternate sides of the cap with the chisel, until it pops off. However,
using the chisel usually ruins the cap so you probably want to have new caps
available!
