Sounds to me like you're getting close to "new starter" time.  I'd have it
apart on the bench by now.

One test you could try, just to be sure ... connect a voltmeter or DMM
directly across the starter, stud to case, and see how much voltage you are
getting to it.  It should be making an obvious effort to turn the engine
with as little as 6 volts measured here.  If it's getting the juice but not
turning, the motor itself is bad.

Generally the problem with the motor is obvious once you've got it apart.
Worn out brushes, burnt commutator, worn bushings (allowing the armature to
drag on the pole pieces), etc.
