Most volt meters are not all that accurate because:
1) They just aren't calibrated all that well
2) They usually are not reading good smooth direct current.

Most chargers are not regulated and put out a lot of "ripple" and different 
meters read this varying voltage in different ways.  Two meters that read 
the exact same pure DC voltage (ie: a battery at rest) may read quite 
differently when seeing rippled DC from a charger.
