[TR] rim width measurement

Hello list : inquiring on the proper location to measure the width of any
triumph rim with the tire off. Having a few Tr3a steel wheels with no tires on
,outside to outside across the rim measures close to 5 inches. So these rims
that are called  15 x 4 1/2 inch  are measured where the tire bead seats
itself ? inside to inside? same for wire rims? TIA. Randy
