[TR] immobile TR3/4 fuel pump cam lever?

For the second time in-a-row, Ive bolted up my fuel pump and found the
lever(its an original f.p. and still has the lever) on it.  Now, for the
second time that lever wont move so IVE  NOT DARED TO CRANK IT.  This
lever worked properly before the cam-thing went inside the block.  At first,
I thought that this cam-thing-arm might be on the wrong side of the cam,
but, now I doubt that thats still my problem.



Anybody else experienced this problem?
