I understood that.  What I am saying is that perhaps the restrictions were
only for cars manufactured in the US.  I don't think it applied to trucks
until later.

No. I am not saying that there were no 1975 cars with cats. I am saying that
as late as mid-1977 that there were still some cars which could pass the USA
smog specs without cats. These cars were not resticted to unleaded gas.
