Bill,
I'll bet you a beer it's the hub's. I'll almost guarantee it!
Pull the wheel and put a straight edge on edge against the face of the hub 
and see if you have any rock. You can then measure the run out. Solved my 
problem on myTR3 and TR6 and probably at least a dozen others.
