question about SCCA "aproved" silver foil roll bar sticker

a recently rescued race car came with a correctly built period vintage
legal SCCA roll bar in the car.
it has no stamping as it pre dates the advent of log books yet it does have
a drilled hole in a non critical area.   what i found very interesting is
it has a silver foil sticker in near perfect condition wich reads in black
lettering :
    SCCA
   aproved
     4203
with a black border around the edge of the foil decal / sticker.  also it
has rounded corners so it was a die stamped sticker as opposed to a cut off
aroll square edged kind of sticker.
it is not a period tech sticker that i have ever seen as i have a few of
the older ones (wich were paper adhesive type) from the 60's on my father's
lotus cortina's bar here(no i do not have the car , just the roll bar from
it.)
this sticker is about one inch square and adhered to the very center of the
main hoop.
the car was raced in eastern new york from mid 60's to an undetermined
date.    
anyone have any input on the sticker and it's significance?    a pre log
book/ stamping era SCCA aproval?  is the "4203" a sequential number or a
specific region's identification system?   
the roll bar is a very well built unit but it is not a pre-fab "out of a
catalog" item, so i'm discounting an "aproved manufacturer's" attached
label.
