I use a panel adhesive - Liquid Nail - it holds well in high temps, I have experenced 3m products letting go in Texas summer heat sometimes. It comes in a big tube which you use a caulk gun to apply.

A third problem with these wheels - if the Chrome part needs replating - you either must seperate the two pieces and then have them rewelded or paint the entire wheel(which really looks pretty good)
