check the edges of the bolt heads to see if the locking tab is bent up against the flat of the bolt head. There is a flat metal plate that fits beneath each of the caliper bolts with the edge bent up

The hose going to the caliper can deterioate on the inside without showing on the outside, the deterioation can take the form of a check valve that can keep the pressure from releasing as it should.

I had to pull the dizzy on my '74 BGT with HIF4's because the vaccum advance was leaking. I got a 41147 to put in there. This number does not match with ones on paul's chart at http://www.teglerizer.

Might work, but you may be throwing so much additional braking power to the front brakes that the balance between front and back is thrown off. Fronts do most of the braking but without some upgrade
