Just because you've got 12v it doesn't mean it can deliver enough current, amps, to operate. Make sure the wiring can deliver enough by connecting a 12 headlamp and see if it is bright or dim. Also

This isn't strictly correct, I think Carl has it. If the pump has both 12v and ground connections, but there is a bad connection in the 12v feed such that it can't deliver enough current to activate

Yep. Probably something very simple. I've run into a few of these myself when the pump has sat for too long. The points in these pumps are prone to oxidation if they sit for too long. I came up with

Thanks to all who responded. I should have added a little more. I did bench test all the pumps by using a 12v battery and connecting directly and none worked. Is this the correct way to bench test on
