SNIP Means the rings shouldn't stick out of the groove when pushed all the way in. Or, to put it another way, the rings shouldn't protrude from the groove when bottomed out. I am using a regrind base

I'm not sure which instructions you're quoting, but there is another critical test for new rings. You need to insert each ring in the cylinder and use a piston to push it to the bottom of the piston
