Mine stay out until released by turning the knob about a quarter turn (to the left?). So I would suspect that the cable should move easily thru the housing as friction there is not needed to hold it

I don't know if it's the same for the TR4A, but for the TR6 you twist the choke knob (say) a quarter turn (either direction) when you pull it out to lock it in position. I imagine Triumph didn't thi
