Get a fuel pressure gauge (most manifold vacuum gauges will also read fuel pump pressure) and 'tee' it into the fuel line at various points to isolate the problem. For a test, you can put the gauge

Make sure the diaphragms in the carbs are OK too. ISTR a similar problem with my '71 back when it was relatively new that turned out to a bad diaphragm. Ron L
