On my '74 Midget, the brass plunger is used to bring the horn's ground circuit up to the horn centerpiece which is pressed onto the center of the steering wheel. The "switch" is in this centerpiece.

So the spring and wire bit is just a "flexible" ground connection for the switch which is in the button? Elegant, duh..... Thanks. I kept wanting the spring, brass, and wire thing (term: horn BRUSH)

I'm not totally certain but I think the horn went to the stalk mount in 75 but went back to a wheel center push in '77. My Mom has a '77 purchased new with the center push horn. Herb G.
