IMO frozen brake is the most likely problem. Start by trying to take the brake drum off. If it won't come off, odds improve that it's frozen. If you'll pardon my saying so, IMO it would be foolish n

I think you've got this backward, Geo. If the cylinder is the problem, there won't be any pressure and so cracking the bleed valve will not release the wheel. It would take a problem in the lines or
