Actually the 185 x 15 look to be about an inch taller then the 165 x 15. The 185/70 x 15 are about the same height as the 165 x 15's. The 185/70's are wider than the 185 x 15 and both being wider tha

The 185, 165 etc is the nominal width of the tread in millimeters. The 75, 70, or 65 etc is the aspect ratio or the height of the sidewall as a percentage of the tread width. thus a 185-R70 will have
