Robert---You do describe a symptom of "fuel vacuum" as vacuum is at its
highest when decelerating. This normally would not affect fuel flow,
unless there's a vacuum line misplaced, acting on a float bowl. Check
the routing of all vacuum lines, acording to a good manual, or TRF's
parts catalogue page on "emissions."
If this only happens when the engine is hot, also check that the water
is flowing thru the intake manifold piping. Water circulation behind
the carbs aids in keeping fuel at the right temperature for
vaporization.
