Don---Yes, indeedy the carbs could have iced up. Even the stock carbs
can ice up in cold weather, IF the water flow thru the intake manifold
is absent, or blocked off. It doesn't usually happen in city driving,
but long stretches on the road can lend to this. Stopping the car for a
while permits some heat soak-back from the engine into the intake and
carbs, and the engine then runs more normal. 

If you have no hot water going thru the intake manifold, as designed,
the next best is to route your fuel lines up against hot places in the
engine compartment, using a loop of copper line for better transfer of
residual heat.  Building a hot air box to the air filters should also
help.
